Job Description 
Eastern Shore Community College is a member of the Virginia Community College System. The College serves the residents of Accomack County and Northampton County as a two-year institution of higher learning. Operating under policies established by the State Board for Community Colleges and the Eastern Shore Community College Board, the college is financed primarily with state funds, supplemented by contributions from the two counties and the Eastern Shore Community College Foundation.

Job Summary
The Vice President for Academic and Workforce Development Programs serves as the chief academic officer and oversees workforce development programs and services. In accordance with the mission of the college, this individual coordinates academic and student success initiatives and faculty responsibilities; workforce programs with the Director of Workforce Development; student affairs operations with the Director of Student Services; and library services and planning and assessment activities with the Coordinator of Institutional Research and Effectiveness. The Vice President reports to the President and is a member of President’s Cabinet.The Vice President provides overall leadership for curriculum development and delivery, faculty hiring and retention, and faculty professional development, and ensures adherence to institutional and programmatic accreditation standards. This position leads and implements strategic planning and continuous improvement activities to fulfill divisional goals and objectives. In addition, the VP develops, recommends for approval, and manages the division’s budgets.The Vice President will facilitate growth and innovation through new program development, partnerships, and other college initiatives. This includes participating in setting institutional priorities and implementing those that impact student learning and success.

Essential Functions Serve as a member of the College’s executive leadership team and contribute to planning, evaluation, and resource allocation decisions in support of the college’s mission, vision, and strategic goals.Build on a culture of collaboration, respect, accountability, open communication, and shared governance. Support and sustain effective relationships among college administration, faculty, staff, and students.Represent ESCC in the community to constituents: business leaders, K-12 representatives, college and university leaders, state agencies, funding agencies, statewide committees, and others. This includes forging new partnerships, developing new programs, reviewing grant opportunities and supporting applications for new grant-funded programs, and creating opportunities for program expansion.Establish working relationships with area business and industry. Develop and implement a model for workforce and non-credit that ensures programs generate sufficient revenue to cover all expenses.Provide strong, dynamic academic and administrative leadership that fosters a collegial environment which encourages teaching, scholarship, learning excellence, current research, and implementation of best practices.Conduct market research regarding business trends/needs and identify training opportunities, and analyze skills gaps and business training needs.Develop and oversee educational and student success goals, plans, budgets, and initiatives to align with the college mission, vision, and strategic plan.

Oversee institution-wide accreditation responsibilities related to student academic success and workforce development, such as program and general education assessment, curriculum development, program evaluation, etc.Supervise direct reports and recommend personnel actions related to hiring, compensation, performance evaluation, and individual development plans for all unit faculty and classified staff. Administer personnel related policies and procedures.Lead the development of articulation agreements with other educational institutions.Administer the preparation of the Faculty Handbook, the College Catalog, the class schedule, and other publications as required by the President. Oversee the preparation of the annual college academic working calendar.Oversee a culture of care that operationalizes class scheduling innovations, implements holistic student support, and prioritizes ongoing strategic enrollment management planning activities.Serve as a data champion and principal liaison for academic affairs and workforce development to institutional research in support of academic-focused data cultivation, visualization, and reporting.Perform other duties as assigned.

KSA's/Required Qualifications  | An earned doctorate from an institutionally accredited college or university. Progressively responsible administrative experience including experience in education administration involving supervision, budget planning and management, and the development of academic and/or workforce programs. Demonstrated experience in program and/or student learning assessment and evaluation. Demonstrated knowledge and experience in curriculum development and innovation. Demonstrated knowledge in accreditation and planning, organizing, administering, and assessment of college courses and programs. Demonstrated ability to lead, manage, coordinate, and supervise a broad and diverse range of activities and people. Demonstrated knowledge of computers and computer applications that support academic administration and student success functions. Demonstrated excellent communication, human relations, and interpretive skills. Demonstrated commitment to access, equal opportunity, and the academic, intellectual, and social development of all students and employees. Demonstrated competency in strategic planning. Demonstrated ability to promote collaboration, teamwork, and partnerships with internal and external constituents. Experience in teaching at the collegiate level, preferably in a community college setting. Demonstrated understanding of and belief in the comprehensive mission of community colleges.
