Job Description
Paul D. Camp Community College is a small 2-year college in Southeast Virginia. Campuses are located in Franklin and Suffolk. There also is a center in Smithfield. The college offers associate degrees, certificates, and career studies certificates In transfer and career/technical programs; credit and non-credit workforce services and training for businesses and industries; special interest classes for the community; and summer classes for youth through the Regional Workforce Development Center. A dual enrollment program for high school students, online courses, and developmental studies classes are available at the college as well.
The Vice President of Finance and Operations provides direct support to the President for the management and/or coordination of non-academic functions of the college, such as budget planning and management, facilities planning and management, space management, emergency and safety planning/management, computing services management, and special project management related to campus needs. In addition, the Vice President of Finance and Operations acts as a liaison between the campus and the VCCS Shared Services Center and as needed to ensure effective coordination and completion of essential administrative projects.
The Vice President of Finance and Operations is responsible to the President for communication, coordination, and collaboration among stakeholders both internal and external regarding budget planning/management, facilities, emergency planning/management, IT, campus security, facilities, business operations, parking, and bookstore and vending. This position provides oversight and management of these functions by providing strategic planning and directing budget preparations while monitoring expenditures. In addition, the Vice President of Finance and Operations is responsible for providing oversight of policy development, interpretation and implementation.
As a member of the President’s Cabinet Leadership Team, the Vice President of Finance and Operations works cooperatively with personnel across the campus to ensure smooth operations that support the teaching and learning mission of the college. Helping to create an environment in which excellent customer service is clearly evident and managing college operations to provide the best possible learning and working environment are key functions of this position.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
- Master’s degree in accounting, finance, business, or related field.
- Extensive knowledge and proven experience in accounting, budgeting, fiscal management, and oversight of physical plant and construction projects. Skilled in advancing and supporting the integration of technology. Progressive experience in business and finance, including budgeting, fund accounting, resource management, financial planning and analysis, facilities management, capital outlay, and fiscal oversight of workforce and staffing.
- Considerable knowledge of business/finance, including: budget, fund accounting, resource management, and financial planning and analysis; facilities management and capital outlay; and fiscal accountability for workforce/staffing.
- Knowledgeable in Capital Planning with a demonstrated ability to work collaboratively and effectively with the academic community, system office, and state officials. Brings a collaborative leadership style that blends strategic vision with technical expertise in financial management. Committed to working effectively with diverse groups.
- Demonstrated ability to serve as an advisor to the College’s Local Board and College Leadership; and to serve as an executive officer of the college.
- Demonstrated ability to successfully manage all fiscal resources and perform financial planning and analysis for the college. Demonstrated ability to develop policies and procedures; develop and implement strategic planning initiatives; and conduct evaluations and assessments of college services.
- Demonstrated ability to lead and direct college-wide administrative functions including finance/accounting; facilities management and capital outlay; emergency and safety management; and computing services management. Demonstrated ability to supervise and manage a professional staff; establish community relations in the public and private sector; and manage and foster diversity within the college staff and its operations.
- Demonstrated ability to communicate effectively, orally and in writing; and to use a personal computer and current software programs. Selected candidate must complete the Commonwealth’s Statement of Economic Interest.
- Strong abilities in communication, negotiation, conflict resolution, and team building.
Additional Considerations | - CPA preferred.
- College business office experience preferred.
- PeopleSoft experience is also preferred.- Considerable knowledge of higher education or community college administration preferred.
