American Express’s Global Financial Crimes Surveillance Unit (GFCSU) and the US Investigations Unit (USIU), within Global Financial Crimes Compliance (GFCC), together provide end-to-end support and oversight of global financial crimes investigations. In partnership with GFCC stakeholders, the GFCSU and USIU develop and implement automated transaction monitoring rules, reports, and other processes designed to identify activity potentially indicative of criminal behavior.
The GFCSU and USIU also investigate potentially suspicious financial activity and, when appropriate, file Suspicious Activity Reports (SARs) with the Financial Crimes Enforcement Network (FinCEN), part of the U.S. Department of the Treasury, and/or refer matters to internal compliance partners for review and reporting globally. In addition, the GFCSU and USIU manage risk associated with politically exposed persons, sanctions, bribery and corruption, and other illicit activity. Together, these teams perform a critical role in ensuring American Express complies with applicable laws and regulations such as the Bank Secrecy Act (BSA), the USA PATRIOT Act, and the Foreign Corrupt Practices Act, while providing law enforcement with key information to investigate and prosecute money laundering, terrorist financing, fraud, identity theft, and other financial crimes.
Role Overview:
The Instructional Designer will join the GFCSU/USIU Training & Procedures team to design, develop, and deliver engaging learning experiences that strengthen investigative and compliance capabilities across global markets. This role partners with subject matter experts and stakeholders to produce scalable, measurable, and innovative training aligned with GFCC standards.

Key Responsibilities:
- Assess, design, and develop eLearning modules, courses, videos, and job aids optimized for online and virtual delivery.
- Apply adult learning theories and instructional design methodologies to create effective learning experiences.
- Design blended learning solutions across multiple formats.
- Utilize Articulate (Storyline, Rise), Captivate, SnagIt, and Photoshop to create professional, interactive, and visually engaging training.
- Translate complex compliance and investigative processes into clear, learner-friendly content.
- Develop measurement and evaluation strategies to assess learner impact and effectiveness of training programs.
- Collaborate with subject matter experts, investigators, and Training & Procedures team members to scope and deliver projects on time.
- Ensure training reflects global applicability and diversity of learners across markets.
- Research and apply emerging instructional design practices and technologies to drive innovation.
Minimum Qualifications:
- Bachelor’s degree in Instructional Design, Education, Communications, or related field OR equivalent work experience.
- 2+ years of instructional design experience.
- Proven expertise with Articulate (Storyline, Rise), Adobe Captivate, SnagIt, and Photoshop.
- Strong knowledge of instructional design models and adult learning theory.
- Experience designing blended learning programs.
- Ability to troubleshoot issues within design tools and apply new technologies quickly.
- Excellent written communication, editing, and presentation skills.
- Strong project management skills; ability to manage multiple initiatives and meet deadlines.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Project).
Preferred Qualifications:
- Experience designing training in compliance, financial services, or risk management.
- Familiarity with financial crime typologies (AML, sanctions, enhanced due diligence, fraud, bribery, corruption, etc.).
- Knowledge of GFCSU/USIU investigative processes and applicable regulatory frameworks (BSA, USA PATRIOT Act, FCPA).
- Experience developing SCORM- or xAPI-compliant eLearning for LMS deployment.
- Demonstrated ability to innovate and drive instructional design best practices.
- CAMS certification (or equivalent compliance credential) preferred.
Salary Range: $55,000.00 to $105,000.00 annually + bonus + benefits
