Job Description
Virginia Western Community College is a two-year public institution of higher education operating under the Virginia Community College System, a statewide system of community colleges. The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board.
Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400 enrollments in fast-track workforce and continuing education courses.
Virginia Western Community College (VWCC) is accepting applications for a Chief Information Officer (CIO). The CIO provides strategic, technical and organizational leadership for college and system-level information technology functions. This role oversees the planning, implementation, and management of academic and administrative information systems; advanced network and server infrastructure; cloud services; cybersecurity compliance; enterprise applications; and technology support services. The position leads complex, institutional-wide deployments of technology solutions and services and determines the most appropriate project implementation; supports system-wide implementations and solutions. The CIO develops and executes the college’s annual multi‑million‑dollar Technology Plan and ensures alignment with VCCS systemwide objectives. The position provides strategic planning for the acquisition, use, and growth of college-wide information resources in the support of instructional and administrative operations and delivers IT services in a collaborative, communicative manner that achieves the highest level of customer satisfaction, infrastructure reliability, PII security, and timely attention to customer needs. The position also includes a dual reporting relationship to VWCC’s VP-FAS and a dotted-line relationship to the VCCS CIO to support system-wide initiatives and objectives.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Extensive knowledge of information technology systems, network infrastructures, virtual environments, security compliance, and service delivery models. Demonstrated ability to direct and manage a diverse team. Demonstrated ability to manage complex projects with multiple priorities. Strong problem‑solving, negotiation, and decision‑making abilities. Effective leadership skills with the ability to motivate and influence teams. Ability to design solutions based on business requirements at an organization and/or enterprise level. Expertise across IT domains including applications, servers, databases, telecommunications, information systems, and customer service support. General knowledge of ERP systems and information security frameworks (ISO, NIST, PCI, etc.). Progressive IT management experience including supervision, performance management, budgeting, and strategic planning. Experience developing and executing comprehensive technology master plans.
Additional Considerations | Knowledge of Commonwealth of Virginia policies and procedures related to technology management. Degree in Information Systems Technology or a related field. Management experience in higher education, particularly in teaching and learning technologies. Experience addressing the technology needs of diverse populations. Experience evaluating and implementing campuswide technology solutions and managing complex projects. Familiarity with Virginia state procurement policies and processes. Experience supporting enterprise-level projects and collaborating with constituents outside of the organization.
