Incumbent directs the College of Science, Technology, Mathematics and Health Sciences administrative operations, manages the fiscal and budgetary activities of all four colleges of the university, and provides general college administrative support to the Dean of the College of STMHS. This position reports to the Dean of STMHS.
The primary roles of this position are to provide and manage operational and administrative activities for the College of STMHS and be Fiscal Oversight Lead for all colleges.

Responsibilities Incumbent has duties that span the: (a) administration and operations needs of the College Operations Manager (COM) of STMHS and (b) lead role of primary fiscal budgetary administrative oversight for all of the four colleges at Eastern Oregon University.
As the primary Fiscal Oversight Lead for all colleges, this role oversees the development, integrity and reporting of budgetary, fiscal, and financial procedural matters associated with all four university colleges. This includes preparations of annual budgets, regular reporting of budget matters to the Deans/Colleges, tracking of individual program expenditures, with Accounts Payable develop standardized procedures related to fiscal policies (forms, submissions, approvals, etc.), and budget authority for expenditures. The nature of this role requires effective communication with and diligent service to the Deans and COMs of the other colleges for all fiscal related matters.
In the role of the COM for the College of STMHS, activities encompass a wide array of management and oversight of college operations and personnel supervision plus confidential support to the Dean. The COM touches on nearly all aspects of college operations, including fiscal management, scheduling, personnel, faculty-student support. The COM is required to work closely with all other college operation managers, each of whom oversees a primary functional area, to fulfill the work of the college. The COM manages all of the operational functions of the College, which includes, but is not limited to the following: College budget implementation and control Supervision of Classified administrative and technical staff. Support faculty and online educator search processes Grant administrative support Purchasing Operations College accreditation support Support course and faculty scheduling The ability to successfully manage changing priorities and the ability to multi-task are required to be successful in this position.
Minimum Qualifications | Bachelor’s degree, preferably in business, finance, accounting or related discipline. Minimum five (5) years of relevant, advanced administrative/operations management experience supporting mid-level administrators, management/operational experience supervising department support staff, and demonstrated competence with budgets, financial reports, project management, and employee relations. A minimum of two (2) years supervisory experience.
In addition, applicants should provide evidence of:Strong written and oral communication skills. High level of competence using electronic documents and data formatting (e.g., Microsoft Word, Excel, Adobe, Laserfiche and Google document formats). Experience managing complex budgets and the ability to make strategic and fiscally responsible decisions based on data. High level of competence using data systems and analytics to pull reports and manage processes (e.g., Banner, FAST, AdAstra, Canvas, DegreeWorks, and Slate, which are commonly used at EOU). Finance and budgeting knowledge including managerial accounting practices and strategic budgeting processes. Familiarity with and respect of contemporary equity and inclusion values including professional awareness. A collaborative and administratively oriented personality and leadership style.

Preferred Qualifications | Master’s degree in business administration or related discipline. Seven or more years management and supervisory experience.
