Overview:
Reporting to the Touro University (Touro) Chief Human Resources Officer, the Director of Human Resources (Director) is responsible for the operational management of the Human Resources department and functions in support of New York Medical College (NYMC). This includes all aspects of the College, including interfacing with legal, finance and payroll departments internally and all audit firms, consultants, unions, and government agencies externally, to ensure delivery of high-quality HR services. The position will also report to the Chancellor and Chief Executive Officer of NYMC.

The Director is a senior member of the Chief Human Resources Officer leadership team, and is responsible for all functional areas including talent acquisition (recruitment), compensation practices, employee and labor relations, and employee development. The Director will supervise a staff of HR professionals, and integrate client service delivery with team members in the Touro University HR organization such as Business Partners, Benefits, and HR Technology functions to ensure overall quality of HR performance.

The Director is a key leader in the transformation of HR service, collaborating across organizational lines to ensure alignment of client/organizational objectives with Human Resources plans and services. The role is key to the effective integration of HR value-added services with the administrative and academic departments of NYMC, and is responsible for operational excellence of administrative and support functions. The Director will also engage in projects and assessment of best practices across the Touro University system to improve NYMC services and to guide/advise regional partners as needed.

The position serves as a consultant to management on human resource-related issues, determining alternative courses of action, assessing risk, and proposing integrated solutions to achieve desired outcomes. The Director formulates partnerships across the HR function to deliver client-focused service to management and employees that reflects the business objectives of the organization. The role is both highly strategic and highly tactical in nature, and will matrix-manage project teams and resources as needed to ensure high quality solution delivery.

The position is located on the NYMC campus in Valhalla, NY.
Responsibilities:
Responsibilities include but are not limited to:
- Primary point of contact for managers and employees to understand HR service delivery model and obtain services.
- Actively participate in the development of long- and short-term operating plans and ensures alignment of HR strategies.
- Conducts regular meetings with respective client groups, including participation in appropriate staff meetings.
- Consults with line management, providing HR guidance and influencing decision-making.
- Establish and manage strategic projects, often in conjunction with senior leaders (Chancellor, Deans, CFO, General Counsel, Department Heads).
- Analyzes trends and metrics in partnership with the HR Centers of Excellence to develop solutions, programs, and policies.
- Actively seeks ways to integrate process improvements and technology solutions to improve operational quality and reduce costs, in conjunction with Touroâs HR leaders for HRIS and Operations.
- Provides leadership for recruitment of administrative positions, including job posting, external sourcing recommendations, and diversity strategy. May actively manage recruitment for specified open jobs. Support academic hiring processes and search committees as needed.
- Responsible for recruitment and retention initiatives in collaboration with leadership across NYMC, consistent with EEO strategy and goals.
- Manage the administration of leave and accommodation programs, including NY Paid Family Leave, FMLA, and Reasonable Accommodations.
- Provides day-to-day performance management and employee development guidance to line management (e.g., coaching, counseling, career development, performance plans, disciplinary actions).
- Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Provides HR policy and Collective Bargaining Unit guidance and interpretation.
- Provides guidance and input on organizational restructures, workforce planning, talent management strategies, and succession planning.
- Identifies organizational development opportunities, and facilitates identification/creation of employee training programs.
- Visible advocate for leadership engagement in the Employee Development Program for Administrative Staff, focused on goal setting, performance assessment, coaching, and training and development opportunities.
- Directly supervise and mentor HR staff members for recruitment, hiring support, retirement plan management, and business partner/ employee relations services.
Qualifications:
Required Qualifications and Experience
- 10 or more years of Human Resources, legal or compliance-related experience, including working knowledge of HR services (employee relations, performance management, compensation, talent management and recruitment, organizational development, employment law).
- Exceptional analytical, problem-solving skills, collaboration, and matrix management skills.
- Demonstrated proficiency in communication (written and verbal).
- Overall business acumen, ethical decision making and relationship management skills.
Preferred Qualifications and Experience
- Experience in higher education.
- Proficiency in Microsoft Office Suite including Word, Excel, Power Point, Outlook.
- Experience in HR systems and technology (including Banner).

USD $148,937.00/Yr.
