Scope of Job | Responsible for the development, integrity and execution of all UTRGV budgets. Ensures budgetary policies, procedures and practices adhere to the State of Texas rules and regulations.
Description of Duties | • Plans and coordinates development of the institution’s operating budget and associated schedules and reports.
• Monitors institutional financial health to identify risks and opportunities, including material deviations from budgeted amounts.
• Ensures development of the Legislative Appropriations Request.
• Monitors institutional debt.
• Performs revenue and expense projections.
• Plans, directs and reviews activities for the department.
• Provides input on the Monthly Financial Report to Comptroller staff.
• Drafts institutional budget policies and procedures.
• Provides institutional executive decision support services (analysis and special reports).
• Oversees the departmental operating budget.
• Engages in long term planning for the department.
• Ensures that all related software systems are functional and ensures that department and institution staff are properly trained.
• Plans and coordinates the annual Library, Equipment, Repair, and Rehabilitation (LERR) cycle.
• Ensures processing of legislative fiscal notes.
• Maintains the tuition and fee structure and coordinates as needed with other departments.
• Ensures that positions are properly budgeted and maintained.
• Ensures that budget revisions are properly processed.
• Oversees and participates in the hiring, training and evaluation of staff.
• Participates in committees, task forces, and professional organizations.
• Develops and maintains organization policies and procedures in compliance with local, state, and federal rules and regulations.
• Performs other duties as assigned.
Supervision Received | General supervision from assigned supervisor.
Supervision Given | Direct supervision of assigned staff.
Required Education | Bachelor’s degree in business or related field from an accredited university.
Preferred Education | Master’s degree in Business Administration or related field from an accredited university.
Licenses/Certifications | None.
Required Experience | Seven (7) years of progressively responsible experience in budget management and analysis.
Preferred Experience | Experience obtained in Higher Education.
Equipment | Use of standard office equipment.
Working Conditions | Needs to be able to successfully perform all required duties. Typical Office Environment. Occasional travel in and out of the region and weekend work is required.
Other | Exceptional planning and organizational skills. Excellent written and oral communication skills. Must be able to handle multiple critical tasks, meet aggressive deadlines, manage ambiguity and be prepared to work evenings and weekends as needed.
