The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. Position Summary
Reporting to the Executive Director of HR Shared Services, this role is responsible for ensuring the delivery of high-quality, client-focused HR services aligned with organizational goals and compliance standards. The Director will oversee talent acquisitions, recruitment strategy, data integrity, operations, onboarding, position management, and staff lifecycle services while driving continuous improvement and operational excellence.

Responsibilities
Strategic Leadership and Oversight 
  • Lead the development, execution, and optimization of shared services for recruitment and administrative HR functions.
  • Partner with Portfolio Directors, University Human Resources (UHR) Human Resources Business Partners (HRBPs), department leaders, and senior management to align services with CUFO’s strategic workforce needs.
  • Serve as a thought partner and operational advisor to the Executive Director, contributing to HR transformation initiatives.
Talent Acquisition and Recruitment 
  • Oversee full-cycle recruitment processes for CUFO roles, ensuring timely, inclusive, and compliant hiring practices.
  • Partner with CUHR Talent Acquisition, and CUFO departments to implement effective sourcing, screening, and hiring strategies.
  • Monitor recruitment metrics (e.g., time-to-fill, candidate quality) and lead process improvements to streamline hiring.
Administrative HR Operations
  • Supervise teams responsible for position creation, onboarding, transaction processing, and data entry within the HRIS system(s).
  • Ensure efficient and accurate processing of employee actions such as new hires, promotions, transfers, and terminations.
  • Develop and maintain SOPs and service-level agreements to support consistent delivery of administrative services.
Process Improvement and Service Delivery
  • Drive the use of shared service delivery models, triage protocols, and intake systems for effective issue management.
  • Identify opportunities for automation, digitization, and enhanced customer experience in HR operations.
  • Track and report service performance metrics; analyze data for trends and make recommendations for improvement.
Compliance and Quality Assurance
  • Ensure all recruitment and administrative transactions comply with university policies, collective bargaining agreements, and federal/state regulations.
  • Serve as a liaison with UHR and Compliance to uphold standards and respond to audits or inquiries.
Team Leadership and Development
  • Manage and coach a team of HR professionals, fostering a culture of service excellence, accountability, and continuous learning.
  • Promote collaboration, cross-training, and knowledge sharing across team members and stakeholders.

Minimum Qualifications
  • Bachelor’s degree required in Human Resources, Business Administration, or related field.
  • 7-9 years of progressive HR experience, including supervisory experience in HR operations environment.
  • Demonstrated expertise in recruitment and administrative HR processes.
  • Experience with HR systems and reporting tools.

Preferred Qualifications
  • Master’s degree in related field.
  • Supervisory experience in a shared service environment.
  • Higher education or unionized work environment experience.
  • Strong project management and process improvement skills (Lean/Six Sigma a plus).
