CONTEXT OF THE JOB:
The Delaware Geological Survey (DGS) is a science-based, public-service-driven Delaware state agency at the University of Delaware (UD) that conducts geologic and hydrologic research, service, and exploration for the benefit of the citizens of the First State. The mission of the DGS is to provide objective earth science information, advice, and service to the public, policy makers, industries, and educational institutions of the state.
Technological advancements are transforming the way our stakeholders interact with information; the Web Database Developer will support the DGS mission in web-based geospatial solutions for data and product delivery. This position will work with DGS geoscientists and IT staff in the development and maintenance of geospatially oriented data systems, web applications, and associated cloud services that facilitate efficient and effective online delivery of geological, hydrological, and geographical data to agency stakeholders. The employee must have a strong technical background in geographic information systems, data management, visualization, and web-based data distribution methods. As DGS web-based geospatial resources need to be coordinated with the agency’s overall web presence, the new staff member will also serve as DGS web master and manage periodic maintenance of the DGS website. Experience with website content management systems (i.e., Drupal, WordPress) is required.

 MAJOR RESPONSIBILITIES: 
  • Develops GIS map products and applications in support of the DGS mission. Duties include design, development, testing, implementation, and maintenance of customized web-based data and mapping applications for a geological survey organization using ArcGIS Online tools and various software libraries and frameworks to help streamline data delivery.
  • Serves as DGS webmaster; performs basic tasks related to maintenance of website content; arranges contracted services for website development and maintenance as needed, including identification of needs, goal setting, monitoring vendor performance, resolving issues, and ensuring that results/deliverables meet DGS business needs.
  • Creates documentation for and oversees operations of DGS web applications and designs a standardized workflow for publishing data on the DGS website and online applications.
  • Supports geological survey science teams that perform research using geospatial, geologic, and hydrologic data by creating, maintaining, and updating maps and web applications used in disseminating data and products relevant to DGS work on water, geology, environmental, and other earth-science-related topics.
  • Researches and interprets global, University, and industry-based trends in technologies and techniques for hydrologic, geologic, and geospatial data delivery; and keeps abreast of technical developments in area of expertise and recommends future directions.
  • Educates, trains, and aids DGS staff regarding both existing and new systems and services in area of expertise based on current and emerging researcher needs and user experiences.
  • Supports and participates with DGS staff in writing proposals and planning appropriate budgets for internal, State, federal, and other research grant program opportunities.
  • Helps facilitate the publication of DGS data products on external data repositories (e.g., USGS Science Base, Delaware FirstMap).
  • Maintains information technology services in cooperation with DGS IT staff and in compliance with university policy.
  • Performs other job-related duties as assigned.
QUALIFICATIONS: 
  • Bachelor's degree in GIS, Geography, Geology, Environmental Science, Engineering, Computer Science, Planning or related field, and three years of experience in GIS custom web and software application development, or equivalent combination of education and experience.
  • Strong understanding of GIS concepts and spatial data. GISP certification is a plus.
  • Competency in major ESRI software, including ArcPro, ArcGIS Online, and ESRI applications such as Experience Builder and Storymaps.
  • Proficiency working with at least one common scientific or development programming language like Python, PHP, JavaScipt, SDE (Spatial Database Engine), and /or SQL (Structured Query Language), and a demonstrated ability to learn new programming languages and tools.
  • Ability to perform GIS data conversion/editing, GIS map production, spatial database management, and metadata development.
  • Strong analytical, problem-solving, and de-bugging skills.
  • Ability to manage multiple projects and be detail oriented.
  • Ability to maintain excellent documentation and records.
  • Effective communication skills (oral, written, listening, presentation), organization, interpersonal, and customer-service skills for effective interaction with colleagues and stakeholders.
