POSITION SPECIFICS​

The Office for Research Protections (ORP) at Penn State is seeking an exceptional candidate with a strong mindset of collaboration, strategy and expertise who can help streamline workflows and foster effective and efficient compliance processes to serve as the Export Compliance Specialist in support of the Export Compliance Office (ECO) program.

This position will report to the University Export Compliance Officer (UECO) in support of the ECO program.

Responsibilities: Following are the key responsibilities of this position:

  • Provide guidance to faculty, staff, and administrators.
  • Works with faculty and researchers to review Research and Academic efforts to determine if subject to ITAR, EAR, DOE, and or OFAC.
  • Maintain specialized knowledge of U.S. export and import regulations, in particular the ITAR, EAR, OFAC, DOE. Stay current on regulatory changes and contribute to policy reviews and updates.
  • Provide specialized knowledge for other UECO staff performing routine export compliance reviews of requests for international visitors, international shipments, and international travel; and when needed perform routine reviews.
  • Work directly with principal investigators and relevant unit offices to ensure compliance with all related regulations and internal policies and procedures.
  • Support research security requirements and workflows related to International Trade Compliance.
  • Collaborate with faculty and staff in the Office of Sponsored Programs, Applied Research Laboratory, Office of General Counsel, Penn State Global, College Research Offices, and other offices to facilitate effective and efficient compliance enforcement and monitoring.
  • Participate in and contribute to University formal and informal policy and procedure reviews with other offices including Sponsored Programs, Global Programs, General Counsel, Risk Management, and VP Faculty Affairs; supports special investigations; contributes to professional associations' responses to regulatory changes.
  • Collaborate with staff on the Conflict of Interest and Outside Activities team within the Office for Research Protections for research security/foreign affiliations reviews of foreign scientific collaborations and foreign visitors.
  • Prepare procedures, workflows, memos, and templates as needed for a variety of foreign transactions, including TCPs, export licenses (ITAR and EAR), international visitors and employees, and international shipments.
  • Manage compliance workflows and suggest improvements to the export compliance website, process and workflow for streamlining reviews, and internal record-keeping.
  • Review export compliance language in international agreements, software licenses, vendor end use agreements, and other agreements with export compliance implications.
  • Assist faculty and OSP staff in developing strategies for foreign person participation, including licensing options; Technology Control Plans; review and audit Technology Control Plans and internal compliance efforts for on-going projects.
  • Prepare and deliver targeted internal training and outreach to the University community.

Preferred Qualifications:

  • Master's degree in a related field or Juris Doctor.
  • Experience in a higher education setting.
  • ECoP - Export Compliance Professional certificate or equivalent

Work Arrangement: This position can operate remotely within remote-eligible states in the US (please refer to information on the top). Shared working space is available on campus if required. Standard working hours are in the eastern time zone.

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $86,300.00 - $129,500.00.
