Manages multiple finance functional areas and participates in routine to moderately complex financial operations, forecasting, planning, budgeting analysis and reporting to ensure accuracy of financial reports. Recommends and implements fiscal policies and advises in development of processes.
Job Description:
Position Salary Range: $78,000- $85,000 per year; DOE
The Global Security Initiative (GSI), a research and programming unit of ASU Knowledge Enterprise, is seeking a Finance Manager to assist with post-award administration and financial oversight of sponsored projects. These functions include procurement, budget forecasting, account reconciliation, financial reporting, subaward administration, and compliance oversight. Position will serve as a primary financial approver for purchases, travel, and other expenses. With direction from GSI's Assistant Director for Finance, this position will work closely with GSI colleagues, ASU researchers, programming partners, and center leadership to ensure successful administration of a large-scale Department of Defense contract.
The ideal candidate works well in a fast-paced environment, has the ability to multi-task while maintaining close attention to detail, provides high level customer service to both the university and external community, is a quick learner who is intuitive about business practices and procedures, is comfortable with database systems, and utilizes sound judgement. Ensures the unit is adhering to ASU policies and guidelines.
Essential Duties:
- Under the direction of the Assistant Director, helps establish procedures and processes consistent with laws and university policies.
- Works with Principal Investigators, Project Directors, and other ASU unit representatives to administer sponsored projects and awards.
- Prepares financial reports and reviews accounts with assigned centers.
- Conducts strategic budgeting and forecasting for sponsored awards.
- Monitor and administer subaward agreements
- Track sponsor requirements and deliverables
- Ensures sponsored awards are executed according to laws, contracting requirements, and ASU policies. Works closely with principal investigators to create and manage project budgets and oversee spending.
- Reviews and approves financial transactions and travel requests.
- Reviews and monitors complex account reconciliations, analyzes financial data, and recommends actions to be taken.
- Ensures that accounts and records are in compliance with pertinent university and/or outside agency policies, procedures, and regulations.
- Verifies consistency and compliance of purchasing activities across the unit or institute.
- Reviews and may process ASU Foundation payments and transfers.
- Reviews and resolves expenditure exceptions.
- May work with auditors in assuring financial functions are consistent with auditing principles and University policy.
- Performs ad hoc financial and analytical projects as assigned.
- Performs other professional accounting, financial, and system functions as assigned

- Provides direct support to the Program Manager/Center Director
- May monitor unit workload and assist with planning and distribution of team tasks.
- May develop metrics to gauge the success of financial operations and provide metrics/reports to leadership.
- May supervise finance team members.
Desired Qualifications:
- Experience overseeing finances of federal contracts, grants, and cooperative agreements, particularly from the Department of Defense.
- Knowledge of federal contracting regulations and federal accounting principles and practices and procedures.
- Knowledge of financial control principles and practices.
- Knowledge of computerized accounting systems and financial control technologies to include database and general ledger software applications.
- Comprehensive understanding of broad department research strategy and how it integrates into Center activities and growth opportunities
- Prioritizes the working rhythms of the core faculty with a holistic understanding of their financial support needs
- Ability to manage multiple responsibilities and projects at the same time
- Judgment to determine priorities and which tasks require immediate attention and which can wait
- Demonstrates attention to detail, efficiency, and organization skills
- Skilled at building strong professional relationships through collaboration and influence without authority
- Professional written and verbal communication; flexible communication style based on context and audience
- Experience planning, scheduling, and managing task assignments
- Ability to switch tasks, projects, and responsibilities quickly
- Skilled at quick problem solving, innovative solutions, and adaptability
- Experience with federal, philanthropic, and industry grant-funded projects
Working Environment:
- Activities are primarily performed in a regular, climate-controlled office setting, subject to extended periods of being stationary and moving between office spaces.
- Position requires the use of a computer (desktop and/or laptop).
- Ability to clearly communicate in English, read, write, and use a diversity of technologies to communicate with the broader team.
