Scope of Job
Provides human resources advice and professional level support in functional areas including, but not limited to, recruitment and employment, employee relations, compensation, benefits advising and training, organizational development and employee engagement.
Description of Duties
  • Acts as liaison between Human Resources and assigned departments and ensures the strategic human resources related needs of the Division of Health Affairs are met.
  • Represents the University and Human Resources to current employees, faculty, job applicants, external agencies and other university units.
  • Facilitates communication between employees and management; provides practical dispute resolution and problem-solving strategies to managers and employees.
  • For departmental human resources functions, regularly assists in the development and implementation of objectives, strategies, and outcome measurements
  • In collaboration with Human Resources Training & Development staff, facilitates and develops training workshops, working sessions and/or presentations in furtherance of fostering a positive learning environment; assesses effectiveness of departmental trainings in terms of employee accomplishments and performance improvement.
  • Collaborates directly with the organizational development team for creation and presentation of OD and leadership programs.
  • Supports the Human Resources Recruitment area by providing departments with recruitment process and procedures information and education with respect to operational best practices.
  • Coordinates with the Benefits area and departmental leaders to manage various types of leave.
  • Supports the employee relations function by reviewing and resolving minor complaints and disputes, advising supervisors as to performance management best practices, and by recommending appropriate interventions to address performance deficiencies and conduct concerns.
  • Ensures compliance in all assigned areas based on federal and state regulations, as well as Institution and UT System’s guidelines by promoting best practices and educating the community.
  • Interprets and communicates various human resources policies, procedures, employment law, and initiatives to management and employees.
  • Takes part, as assigned, on standing and ad hoc committees within and outside the university.
  • Provides coaching to supervisors on various HR related topics such as: performance management, proper mentoring and employee development approaches, employee engagement and discipline.
  • Assist employees and departmental leaders with leave questions such as FMLA, LWOP, W/C and possible A.D.A. interrelations.
  • Coordinates with departmental leadership as well as with Human Resource subject matter experts to address departmental human resources needs.
  • May review and process A.D.A. reasonable accommodation requests with the designated A.D.A. Coordinator.
  • May provide support in Title IX complaints and investigations.
  • Conducts and analyzes Exit Interviews to address faculty and staff compliance concerns and to develop long term strategies for University employee retention.
  • May draft disciplinary letters that accurately communicate, in a manner clearly understandable by a disciplined employee, the factual information that forms the basis for the disciplinary action.
  • May serve as institutional representative during assigned unemployment claims, in responding and coordinating appeal hearing and process.
  • Advises departmental leadership on best practices on executing personnel changes.
  • Performs other duties as assigned.

Required Education
  • Bachelor’s degree from an accredited university in Human Resources, Public or Business Administration, Communication or another relevant field, or
  • Bachelor’s degree in an unrelated field or Associate Degree, and seven (7) years of applicable experience.

Required Experience
  • Three (3) years of related professional experience in two or more of the core HR process areas or as an HR Generalist. Closely related experience can be substituted for up to two (2) years of education on a 2-for-1 basis, or
  • One (1) year of the applicable experience with a Master’s Degree in a related field from an accredited University.
