Job Summary
The Instructional Design Specialist is responsible for designing and developing engaging, accessible training content that supports employee development across the City of Lakewood. This role collaborates with subject matter experts (SMEs), HR partners, and departmental leaders to gather information, assess learning needs, and transform complex topics into clear, impactful learning materials. The Instructional Design Specialist uses instructional design best practices and creative tools to produce high quality content for in-person, virtual, and self-paced learning formats. While not responsible for delivery or assignment, this role ensures content is structured and optimized for use within platforms such as Workday Learning. This position plays a key role in advancing the city’s learning strategy through thoughtful, user-centered content development.

Essential Duties and Responsibilities
Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.
  • Design and develop high quality instructional materials including eLearning modules, instructor led training guides, videos, presentations, and job aids for employees at all levels
  • Create and update content for in-person, virtual, and self-paced learning programs that align with organizational goals and adult learning principles
  • Partner with HR, department leaders, and subject matter experts to gather information and tailor content to a variety of employee audiences
  • Develop scripts, storyboards, assessments, and other interactive materials that support engaging and effective learning experiences
  • Create and maintain facilitator guides, training manuals, and support resources for self-directed and instructor led formats
  • Support Workday Learning users with basic access and navigation issues; escalate technical issues to the HRIS Analyst as appropriate
  • Use learning data and feedback to evaluate training effectiveness and make data-informed content improvements
  • Assist in testing Workday Learning updates to ensure published content functions correctly and remains accessible
  • Stay informed on trends and best practices in instructional design, learning technology, and digital content development

Previous experience partnering with SMEs to develop content and create instructional material
Prior experience with Workday Learning preferred

Working Conditions and Physical Requirements
Must successfully complete and maintain required state or departmental physical standards and certifications.
