Job Summary:
Responsible for designing, developing, and maintaining instructor-led and e-learning training materials for Emergency Dispatcher certification and recertification, quality assurance programs, and proprietary dispatch software. This position supports both in-person and remote training environments. It requires extensive collaboration with subject matter experts (SMEs), software developers, implementation teams, translators, etc., to create content that meets professional standards and learning objectives that support Emergency Dispatchers and communication centers worldwide.
Principal Responsibilities:
- Conduct needs/learner/job/task analysis to employ effective instructional design models, principles, and adult learning theories
- Conduct extensive research to ensure content accuracy and relevance
- Define actionable and measurable learning objectives that align with product vision and business requirements
- Collaborate with subject matter experts, stakeholders, and team to develop content while also working independently with sufficient guidance
- Create storyboards, outlines, course agendas, roadmaps, etc., to select appropriate delivery systems and media for training materials and courses
- Develop product schedules; track progress, communicate details to relevant personnel and departments
- Develop self-paced online courses for dispatch and QA software, and training materials to support in-person/remote instructor-led software courses
- Write course manuals, student practice scenarios, presentations, and instructor resources for certification courses
- Develop assessments such as knowledge checks, scenario practice, and certification/recertification exams to measure learner comprehension and performance
- Support the implementation of Learning Management Systems (LMS) for course delivery, tracking, and reporting
- Evaluate the effectiveness of training materials and courses to make data-driven decisions to revise and improve
- Support IAED in Instructor Development (Instructor Academies and Instructor Recertification Workshops)
- Attend company meetings and fulfill other duties identified and described as needed
Qualifications
Experience and Qualifications:
- Bachelor’s degree in Instructional Design, Education, Technical Writing, or a similar field (or equivalent experience)
- 1-2 years of instructional design or technical writing experience, preferably in emergency response, public safety, or similar high-compliance industries
- Excellent written and verbal communication skills to effectively collaborate with others and convey information clearly
- Proficiency in using various instructional design tools and software, including LMS platforms, authoring tools (e.g., Articulate Storyline, Rise, Adobe Captivate), and Adobe design software
- Strong project management and collaboration skills, with experience working in teams

- Use advanced written and verbal communication to collaborate with subject matter experts and stakeholders to design and coordinate product development
- Sit/stand at a desk and work on a computer for long periods
- Concentrate for long periods
- Travel to the office once a week with additional in-office days for onsite Instructor Academies, Instructor Recertification Workshops, onsite certification or software courses, etc.
Physical and Other Requirements:
This hybrid position requires working on a computer and concentrating for long periods, with sitting, standing, moving, and occasional walking. Requires fine motor skills for repetitive typing, mouse use, and the handling of office equipment. Visual acuity, color perception, etc., are required to use design tools to produce specific training materials. On rare occasions, bending, stretching, and lifting 10–25 pounds may be necessary.
The in-office work environment has moderate noise from office equipment (computers and printers), co-workers, the HVAC system, and roadway traffic.
