Overview: 
Title: Integrated Services Career Coach (WIOA & EARN)
Classification: Non-Exempt
 
Salary: $43,000-45,000/year

Scope of Position
Act as a liaison between WIOA Adult, EARN, and Youth customers to provide career support and assistance in all 
areas related to gaining and/or retaining employment, training, and career advancement Responsibilities: 
Essential Functions 
• Work with county program staff to identify eligible individuals that fit the criteria of pregnant mothers 
and parents with small children, parenting youth population, and adults. Work with unemployed and 
underemployed individuals with barriers, and other disadvantaged populations
• Demonstrate and maintain current knowledge and competency of the EARN, Out of School Youth and 

WIOA Adult programs, utilizing internal and external policy, as well as pertinent regulations and legislation 
for all programs involved
• Build a professional one-on-one working relationship with customers to aid in eliminating challenges that 
are hindrances to obtaining and retaining employment. This includes assessment, individualized 
coaching, and coordination with CareerLink staff
• Assist job seekers in registration, job search preparation, workshop registration, resumes, and training 
program selection using PA CareerLink® online website
• Design a customer-driven Individual Employment Plan (IEP) and update participant’s IEP as required to 
ensure compliance is being met
• Coach, motivate, and encourage all customers in advancing employment, training, and retention goals by 
evaluating and referring them to partner organizations for supportive services to include GED and ESL, so 
not to impede successful job placement and retention
• Accurately review, evaluate, and complete required documentation for WIOA Registration Eligibility 
Provide remote WIOA registration services using NEOCertified secure email
• Provide career coaching with WIOA customers to ensure their goals are met in accordance with their 
designed IEP, which includes contact and coaching for post placed participants 
• Document and case note all visits, interactions, contacts, referrals, and activities in the State system of 
record, CWDS
• Ensure job seekers are job ready by reviewing their resumes and skill set to meet the hiring standards and 
needs of employers with available positions
• Work closely with the Business Services Team (BST) to pre-screen customers for employment 
opportunities once a customer is job ready; solicit BSR job orders to WIOA participants who have 
completed training and submit BSR Referral Form to BST
• Interface with community partners for social services resources to support them and their family need, to 
address any barriers to employment.
• Maintain customer files as specified by contractor and IAW State Guidelines
• Able to work in an environment that is constantly evolving
• Ensuring positive outcomes and goals are being met as required by all programs policies and guidance
• Refer WIOA participants to recruitment events by email blasting flyers and events. Qualifications: 

Education, Skill, and Experience Requirements 
• Bachelor’s degree in human services or 1-3 years equivalent experience preferred
• Prior Case Management experience
• Prior experience in workforce development strongly preferred
• Must be organized, able to prioritize tasks, and efficiently handle several tasks simultaneously for all 
services provided
• Demonstrate communication, analytical, and interpersonal skills
• Proficient in Microsoft Office applications 
• Bilingual in Spanish is preferred
