 Position Summary Information 
Position Purpose  | The home campus for this position is flexible to include Bloomsburg, Lock Haven or Mansfield.

The IT Services Manager is responsible for leading and participating in the planning, development, deployment, operation and maintenance of resources related to the the user helpdesk and desktop support technologies. Resources include the desktop, laboratory computers, fixed/mobile presentation systems, and distribution equipment or facilities and parts inventories for all the above technologies. The position is also responsible for developing and implementing relevant educational outreach programs in support of faculty, staff and students and is expected to develop the necessary expertise to provide support services for emerging technologies or applications as necessary. The IT Services Manager directs a team of professional staff on all three campuses, and is also expected to perform hands-on, operational duties as well.

Description of Duties  | 1. Manage and coordinate campus desktop support technology and campus helpdesk support services practices and projects. Lead and participate in the planning, development, deployment, operation and maintenance of resources related to desktop / helpdesk and supported activities. Develop course of action related to short-term and long-term enhancement and lifecycle replacement of helpdesk technology and processes based on educational initiatives and university goals. Participate in and implement new support technology and desktop technology plans. Develop RFPs for proposed hardware and software acquisitions when required. Create or maintain appropriate inventory systems for desktop equipment and facilities. Coordinate and supervise desktop and user support for faculty and staff users. Develop and implement relevant educational outreach programs in support of faculty, staff and students. Supervise and maintain an efficient and reliable desktop experience and user help desk experience. Identify existing or emerging technology related to educational needs in consultation with users and proactively develop or acquire instructional materials, experiences or services that meet these needs.
2. Manage the staff, activities and resources of five helpdesk support technicians and nine desktop technical support technicians in Technology Support Services.
Create a supportive, respectful and customer centric work environment that encourages open and constructive interactions and communication among colleagues and end users.
Supervise immediate subordinates.
Determine and direct employee staffing or assignments based upon project requirements.
Develop unit and individual staff goals and objectives related to existing state system or institutional priorities. Evaluate and review employee performance. Recommend employee upgrades or disciplining when appropriate. Initiate appropriate TSS staff training plans to meet institutional, user or unit needs.
3. Administrative Responsibilities
Work closely with faculty and administrators to develop future directions of technology support services based on university goals. Assist in the development of annual and long-term budgets. Assist in the development of long-term technology plan for the university. Recommend technology standards and procedures to upper management and direct the implementation of approved standards and procedures. Maintain expertise of the most current technology through professional organizations, conferences, classes or vendor-sponsored seminars.
Decision Making  | Responsible for the Multi campus – University wide technology support services program and all the day to day operational decisions required. Examples would be technology selection for the office / computer lab technology, helpdesk IT services management platforms, helpdesk and desktop project management choices, and prioritization of troubleshooting requests.
Fiscal Responsibility  | Contributes and advises the Executive Director on the Technology Support Services budget and appropriate desktop / helpdesk and support technology on the tech fee budget preparations.
Supervisory Responsibility  | 4 – Information Technology Technician 5 – Information Technology Generalist 1 5 – Information Technology Generalist 2

Minimum Requirements Profile  | Bachelor’s degree in Computer Science, Technology support services, or related technology field;
AND
five (5) years’ experience with complex Information Technology systems.
