  • Bachelor’s degree in human resources, business administration, public administration, or a related field.
  • Minimum of one year of experience in human resources, recruitment, or personnel administration.
  • Experience with Texas State University systems, including SAP and PeopleAdmin.
  • Understanding of Texas State University employment policies and procedures, including hiring, on-boarding, and personnel change processes.
  • Strong interpersonal, organizational, and communication skills, with the ability to manage multiple priorities and collaborate across departments.

Preferred Qualifications
  • Master’s degree in human resources, higher education administration, or a related field.
  • At least 2 years of experience in recruitment, employment compliance, or HR operations, preferably in a higher education setting.
  • Professional HR certification, such as PHR or SHRM-CP

Job Description
The Division for Student Success at Texas State University is seeking a Program Manager for Personnel & Staffing to support employment compliance, personnel operations, and organizational management functions across the division. This position reports to the Director of Business Operations, providing strategic and administrative support to the Office of the Vice President for Student Success (OVPSS) and other departments throughout the Division of Student Success.
Job Duties
Administration & Compliance:
  • Maintain the integrity of personnel data and employment records across the division.
  • Ensure compliance with university and divisional policies, procedures, and employment standards.
  • Serve as the primary individual responsible for the review and preparation of Personnel Change Requests (PCRs) for the Office of the Vice President and provide support for other divisional departments as needed.
  • Assist with employment-related audits and reporting requirements.
Recruitment & Hiring:
  • Coordinate staff and student hiring processes, including job postings, search procedures, and search support for the division.
  • Provide divisional on-boarding support for new hires.
  • Support the Director of Business Operations in managing the division’s recruitment and hiring processes, including serving as a primary point of contact for hiring managers.
  • Provide and facilitate training to divisional staff on recruitment and hiring best practices and university hiring protocol updates or changes.
  • Collaborate with Human Resources and Payroll as needed to ensure the division is meeting institutional standards.
Personnel Operations:
  • Manage DSS staff personnel actions such as appointments, performance reviews, re-classifications, and promotions.
  • Support departments within the division with personnel-related inquiries and documentation.
  • Serve as a back-up for personnel actions across the Office of the Vice President and affiliated units.
  • Maintain accurate records of employment actions and ensure timely processing.
Organizational Support & Collaboration:
  • Provide counsel to division staff on employment procedures and organizational policies.
  • Partner with offices across the Division for Student Success to support staffing needs.
  • Participate in cross-functional projects and initiatives to improve HR and Business operations.
  • Support Division of Student Success HR projects and initiatives as needed, including but not limited to running reports, analyzing data, and assisting with information and benchmark requests
  • Track key HR metrics such as turnover rates, time-to-fill, and performance information to assist leadership in decision-making within the Division of Student Success
  • Support special projects assigned by the Director of Business Operations and the Vice President for Student Success.
