Position Description
Advertised Job Summary | The Research Security Manager will report directly to the Chief Research Security Officer (CRSO) and support the execution of a comprehensive Research Security Program, with a primary focus on foreign affiliation and influence risk management. The Research Security Manager will support the CRSO in other areas of research security program compliance, as needed.
Job Related Minimum Required Education and Experience | Bachelor’s degree in a job related field and 4 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials | Must be a US Citizen. Must possess an active US Department of Energy Q security clearance, or an equivalent level reciprocal security clearance from another US Government Department (DOD, DOJ, DOS, DHS, etc.).
Preferred Qualifications | Prefer Masters Degree in a related field – which includes but is not limited to Cyber or Information Security, Engineering, Legal/Policy in research security. Prefer six (6) years of direct relevant experience in intelligence, counterintelligence or information security. Experience should include management, training, compliance, policy development, and protection of US Government-controlled information.
Knowledge/Skills/Abilities | Advanced knowledge and advanced understanding of US government security regulations and intelligence/counterintelligence operations to include the implementation and management of compliance processes, procedures, and best practices. Knowledge and Experience with NSPM-33, Chips & Science Act, Visas (J-1, H-1B).) Excellent computer skills and experience with security systems. Experience working with integrated, cross-functional work teams. Team management, recruiting, and staff development with strong relationship-building, negotiation and problem-solving skills. Demonstrated ability to expertly handle sensitive discussions with discretion, sound judgement and strong integrity. Excellent communication skills, both oral and written. Experience in adapting government regulations in a non-governmental environment, especially higher education, is a plus. Ability to work with little oversight.
Job Duties
Job Duty | Manage and enhance the effectiveness of the Research Security Program’s Foreign Affiliation Risk Management Plan. Conduct foreign affiliation and influence risk assessments; recommend mitigation strategies and security best practices. Conduct due diligence, vetting and risk assessments for covered individuals’ participating in foreign travel, collaborations, events, and hosting of foreign visitors. Conduct screening of international visiting scholar, faculty, and staff visa applications (J-1, H-1B).

Percentage of Time | 30Job Duty | Conduct reviews of conflict-of-interest disclosures to assess and determine foreign affiliation and influence risks and recommend mitigation strategies. Conduct thorough investigations of research security and misconduct incidents, as assigned by the CRSO.

Percentage of Time | 25Job Duty | Submit suspicious contact/activity reports to appropriate federal law enforcement and security agencies. Develop and maintain relationships with government law enforcement, intelligence, and security agencies to enhance threat awareness and the organization’s security posture.

Percentage of Time | 10Job Duty | Promote compliance with NSPM-33, Chips & Science Act, sponsor agency, and other emerging research security regulations by working with departments and researchers through outreach activities, briefings, trainings. Provide country specific security and threat awareness briefings and debriefings. Prepare and present reports on security incidents, investigations, risks, and compliance to the CRSO and other relevant stakeholders.
