Position Purpose

The Senior Manager, Learning Business Partner serves as a strategic learning consultant and primary connection point between Central Learning & Development, business leaders, Business L&D teams, trainers, subject matter experts, and the broader enterprise learning ecosystem. This role partners closely with business stakeholders to identify capability needs, diagnose performance challenges, recommend learning and development solutions, and design and develop training interventions that support business performance. The position also coordinates Learning Council operations, promotes enterprise learning solution adoption, supports governance processes, and enables effective execution of the organization's federated learning model.

Major Functional Responsibilities
  • Build and maintain trusted partnerships with business leaders, Business L&D professionals, trainers, HR partners, functional leaders, and stakeholder groups; develop a deep understanding of business strategies, workforce capability requirements, performance challenges, operating realities, and future business needs; serve as the primary learning consultant and representative of Central Learning & Development within assigned areas.
  • Translate business priorities into learning requirements, capability plans, and recommendations; represent business needs and perspectives within Central Learning & Development planning and decision-making activities; identify, communicate, and elevate emerging capability needs, risks, trends, and enterprise opportunities to leadership and governance forums.
  • Serve as the primary intake and consultation point for learning requests from business leaders, Business L&D teams, trainers, functional partners, and the PFG Learning Council; conduct discovery conversations and needs analyses to define business problems, target audiences, desired performance outcomes, urgency, scale, and success measures.
  • Evaluate learning and performance challenges to distinguish learning needs from process, communication, technology, staffing, accountability, or other business issues; assess requests against established criteria and provide prioritization recommendations, solution options, and escalation recommendations as appropriate.
  • Design, develop, and implement learning interventions and training programs based on validated business needs and prioritized Learning Council requests, utilizing instructor-led, virtual instructor-led, eLearning, blended learning, coaching, reinforcement, performance support, and other appropriate modalities.
  • Translate discovery findings into learning objectives, learner journeys, solution architectures, content plans, implementation strategies, and measures of success; pilot solutions, gather feedback, refine content, and support implementation to ensure effectiveness and business relevance.
  • Partner with subject matter experts, instructional designers, facilitators, Business L&D teams, vendors, and other stakeholders to develop accurate, engaging, scalable, and compliant learning solutions that meet enterprise standards, accessibility requirements, adult learning principles, and brand guidelines.
  • Evaluate whether business needs can be addressed through existing enterprise solutions, local adaptations, or new development; connect stakeholders to available enterprise programs, resources, tools, standards, and content; promote adoption, activation, and effective utilization of enterprise learning solutions across business units, regions, and operating companies.
  • Identify opportunities for shared solutions, coordinated investment, enterprise scale, collaboration, reuse, and reduced duplication; surface successful local solutions for broader enterprise application and connect stakeholders working on related capability or learning initiatives.
  • Manage the operating rhythm of the PFG Learning Council, including calendars, agendas, meeting materials, pre-work, working sessions, communications, facilitation, documentation, action tracking, follow-up activities, decision support, escalation preparation, and knowledge-sharing activities.
  • Gather, maintain, analyze, and communicate information related to learning demand, capability needs, initiative portfolios, adoption barriers, solution outcomes, governance activities, risks, dependencies, shared opportunities, and enterprise learning investments; prepare analyses, reports, recommendations, and materials for leadership and governance reviews.
  • Support and promote adoption of the federated learning operating model by helping stakeholders understand roles, decision rights, governance expectations, enterprise standards, and shared accountabilities; strengthen collaboration across the learning ecosystem, identify operating model improvement opportunities, measure program effectiveness and stakeholder value, gather feedback, and recommend continuous improvements to learning solutions, governance processes, communications, consulting practices, and overall learning operations.

Required Qualifications
• Bachelor's Degree in a related field or equivalent experience.
• 5 - 7 Years of relevant Learning & Development, Organizational Development, Talent Development, HR, or consulting experience.
• Experience consulting with business leaders and translating business needs into learning solutions.
• Experience designing and developing learning interventions across multiple delivery methods.
• Experience working with cross-functional teams, trainers, and subject matter experts.
• Strong knowledge of adult learning principles, instructional design, performance consulting, and capability development.
• Strong facilitation, communication, relationship-building, project management, and stakeholder management skills.
• Ability to navigate ambiguity and manage competing priorities.

Preferred Qualifications
• Experience in a federated, decentralized, or matrixed organization.
• Experience supporting enterprise learning governance and portfolio management processes.
• Experience facilitating councils, steering committees, or senior leadership forums.
• Knowledge of LMS platforms, learning technologies, authoring tools, and analytics tools.
• Relevant certifications in learning, organizational development, talent development, change management,
facilitation, instructional design, or project management.
• Bilingual Spanish/English proficiency.
