Job Description 
The individual selected will have primary responsibility for all aspects of the Subrecipient Monitoring activities at Syracuse University and will exercise discretion and independent judgment as they relate to the subaward management on sponsored projects for the University as a whole.  The primary duties include independent and in-depth financial reviews of subrecipients in order to protect University and sponsor interests, drafting new subawards, amending existing subawards, and working through the subaward closeout process. This individual will independently and autonomously perform financial reviews, audits and corrective plans as may be required for compliance with University and federal regulations.

Education and Experience  | A bachelor’s degree and training in an administrative area (management, accounting, finance, technology) or the equivalent combination of education and experience required. A CPA certification is preferred but not required. Experience reviewing and understanding complex financial audits and statements is essential. Knowledge of higher education policies, procedures and practices in sponsored research is desired as is experience working in a fast-paced, high-volume environment. Minimum of 4 (four) years of administrative experience required, preferably in the field of research administration. Excellent written and verbal communication skills are essential. Experience with Adobe Acrobat, MS Word, and to a lesser degree, Access and Power Point, is also required to be successful in this position.

Skills and Knowledge  | Working knowledge of the federal regulations that govern University handling of federal grants and cooperative agreements, commonly referred to as the `Uniform Guidance’. Ability to discern the relationship between federal regulations and institutional policy. Contract negotiation skills with corporate entities, and federal agencies is preferred. Must be organized and able to manage multiple deadlines in a calm, accurate, and consistent manner. Excellent written and verbal communication skills with particular attention to detail. Significant analytical and problem-solving skills. Demonstrated experience in creating and manipulating budgets using MS Excel is required. Positive attitude and aptitude to work effectively and efficiently with faculty and staff in the pursuit of externally sponsored funding to the University. Demonstrated prior experience working within higher education sponsored programs offices, academic departments, or similar offices that support externally funded research and scholarly activity is highly desirable.

Responsibilities 
Independently manage current subrecipient files on all agencies/entities receiving sponsored funds through Syracuse University. Create, manage and analyze subrecipient files prior to issuing new subawards and are updated annually. Discretely review all Subrecipient profiles to identify any risks associated with entities receiving sponsored funds.  Files include SU’s Subrecipient Financial Profile, Single Audit reports, Financial Statements and federally negotiated rate agreements. Identify, document, communicate and implement risk mitigation strategies when risks are identified in subrecipient profiles or activities.  Perform the primary and independent financial analysis for all subaward invoices. Independently and discretely work with Departments, Purchasing and Disbursements to assure that all subaward invoices are processed and accounted for properly. Perform autonomous inquiries and further analyze requested information on questioned subaward invoices from the subrecipients in an effort to ensure proper use of sponsored funds. Serve as the authorized primary SU point of contact with the SU principal investigator regarding subrecipient invoicing; both to resolve issues and obtain required approval. Issue initial subaward agreements using developed templates (primarily FDP) Issue subaward modifications when requested Subaward Database Update and maintain the subcontract database Submits all required FFATA report and confirms accuracy in USA Spending Provides PIs and Department Admins with summary data related to subawards issued on their awards Manages the very complex awards with multiple subawards maintaining clear documentation regarding activity.  Serve as the primary point of contact to SU principal investigator and department staff to determine the need for subaward extensions or closeout. Ensure independently and discretely that subrecipient has submitted an appropriate ‘final invoice’ in a timely manner and process it for payment when approved by the PI. Initiate the final closeout process, once the final invoice has been paid.  Provide subrecipient expertise and support to OSP staff including but not limited to: Perform required debarment/suspension checks using Visual Compliance software to ensure that those receiving sponsored funds (both internal to SU and external) have not been debarred by the federal government. Perform critical and significant updates in InfoEd staff, students and sponsors Provide data and context to SU PI’s and staff relative to the sponsored projects with subawards.
