General Job Description
This is a managerial position responsible for assisting in directing daily payroll operations. Responsible for ensuring employees are paid accurately and in a timely manner. Responsible for overseeing submission of state and federal payroll-related reports, ensuring payroll system integrity, and addressing issues. Responsible for ensuring compliance with applicable state and federal payroll and tax standards and regulations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Controller and Director of Financial Reporting.
Essential Job Functions
1. Oversees all payroll transaction processing and processing support operations. Resolves issues related to payroll records.
2. Oversees reconciliation of payroll-related deductions and remittances to The University of Texas System (UTS) and outside entities.
3. Complies with state guidelines and reporting requirements for the Texas Teacher Retirement System (TRS). Ensures timely submission of TRS deposits and related TRS reports.
4. Hires, trains, supervises, and evaluates assigned staff.
5. Collaborates with system programmers to initiate report modifications.
6. Balances and reconciles accounts for state and federal taxing authorities.
7. Oversees development and implementation of internal policies and procedures, including staff training.
8. Reviews and analyzes reports to ensure data integrity.
9. Identifies inefficiencies and operational improvements, recommends, and implements solutions.
10. Acts as consultant on tax matters to administration and staff.
11. Oversees payroll compliance and payroll tax initiatives.
12. Proposes, writes, and communicates policies and procedures.
13. Provides guidance and technical assistance to payroll and university leadership.
14. Prepares, reviews, and posts journal entries as necessary.
15. Verifies accuracy of accounting data and entries for payroll-related processes.
16. Develops and maintains financial records for payroll and related benefit deductions.
17. Prepares and analyzes financial reports.
18. Develops reports and projections to assist management in planning and decision making.
19. Compiles and analyzes data and recommends budgets.
20. Enters payroll-related transactions in the Uniform State Accounting System (USAS).
21. Stays informed of current trends and developments in areas of responsibility.
Non-Essential Job Functions
1. May serve as the Institutional Tax Coordinator.
2. Plans, coordinates, and conducts training as needed.
3. May represent the department on various committees.
4. Performs other related duties as assigned

13. Ability to establish and maintain a good rapport with university faculty and staff, students, and the general public.
14. Ability to train and supervise others.
15. Ability to learn office and university-specific software.
Physical Demands
Required Education | Bachelor’s degree in accounting, business or a related field and seven years of related experience or current Certified Public Accountant (CPA) license and five years of related experience is required.
Required Experience and Training | Supervisory experience is required.
Preferred Qualifications | General knowledge of Texas higher education laws is preferred. Prior auditing and tax experience is preferred. Knowledge of accounting software is preferred.
