We are seeking a strategic and innovative Learning and Development (L&D) leader to lead a team that delivers scalable learning solutions that align with Raytheon’s short and long-term goals. This position will serve as the L&D Leader for the business, and is responsible for strategically delivering innovative, interactive, and engaging learning and development experiences for a global, matrixed organization of 55,000 employees.  Not only will they influence key business decisions through learning insights, but they will also foster a strong learning and development culture.

This role will lead the Learning & Development team, which primarily consists of L&D program managers.  The role reports to the Vice President of Talent and will work closely with the Raytheon Talent Leadership Team, BU L&D Leaders across RTX, and other RTX Talent COE teams.  Collaborating with business unit (BU) leaders and end-users will also be essential to this role as they translate organizational learning needs into engaging learning solutions that best serve the development of all employees. Success in this position requires strong skills in leadership, strategy development, innovative thinking, program/project execution, communications and change management, and collaboration/influence across a complex matrixed organization.

What You Will Do:
  • Develop and execute a comprehensive learning and development strategy for the Raytheon business, ensuring initiatives are aligned with RTX strategies, business objectives and values
  • Lead the L&D Team, responsible for leading and coaching team members, measuring individual and team performance, and providing clear feedback to drive cooperative achievements towards business objectives.
  • Ensure the successful execution of learning and development programs, including: evaluating the overall impact and effectiveness as aligned to business priorities, resource & budget management, risk management and escalation if needed
  • Define and track performance metrics and evaluation criteria to measure efficacy of learning and development solutions, programs, and processes.
  • Collaborate cross-functionally and/or support programs at the both the business unit (Raytheon) and enterprise level (RTX) to co-develop solutions, drive alignment, and achieve strategic objectives
  • Build strong, collaborative relationships with key stakeholders, including senior leaders, to identify organizational learning needs, influence L&D adoption, and shape workforce capability through forward-looking, learner-centric strategies
  • Stay on top of learning trends (microlearning, adaptive learning, AI-enabled) and influencing peers and leaders to consider innovative solutions, proposing and piloting new technology advances with external vendors when appropriate
  • Develop and execute change management and communication strategies that lead to customer confidence, clear expectations, and initiative implementation.
  • Travel up to 20%.

Qualifications You Must Have:
  • Typically requires A University Degree or equivalent experience and minimum 12 years prior relevant experience, or an Advanced Degree in a related field and minimum 10 years experience.
  • Experience in Human Resources, Learning, Talent Development and/or Organizational Effectiveness.
  • Experience leading HR or L&D teams responsible for delivering programs or solutions using project management processes and practices across various audiences.
  • Experience leading HR or L&D change initiatives within complex, matrixed organizations – particularly those where you support both business-specific and enterprise-wide initiatives, and presenting solutions to stakeholders.
  • Experience with innovative learning technologies and trends, including digital learning and/or AI-enabled solutions.

Qualifications We Prefer:
  • Experience clearly articulating a case for change by building awareness and context around a business need, outlining a high-level plan, and presenting a compelling solution to achieve intended outcomes
  • Knowledge of adult learning theory, instructional design principles, and/or learning measurement and evaluation methodologies
  • Experience developing recommendations for and the implementation of external vendor solutions
  • Ability to work within a fast-paced, high-growth environment, demonstrating agility and flexibility. Comfortable in ambiguity and managing risk decisions
  • Experience leveraging CORE and a focus on continuous improvement
  • Strong written and verbal communication skills
  • Strong business acumen with proven ability to connect learning strategy into organizational outcomes
  • Effective collaborator that can build partnerships and influence with matrixed internal and external stakeholders, including Senior Leaders

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
