Job Summary/Basic Function:  | The Director, Employee Data and Operations serves as the steward for all employee data, including student employee data, ensuring integrity, compliance, and accuracy of university employment information. This role provides strategic and operational leadership for the Operations Center of Excellence, which includes Student Employment, overseeing all employee data as well business continuity and customer service. The Director also ensures that business processes for both regular and student employees are accurate, efficient, and compliant with applicable federal/state laws and university policies.

Minimum Qualifications  | Bachelor’s degree and eight years of related work experience, including at least four years with employee data, systems, or HR operations. Integrity and judgement necessary to maintain strict confidentiality at all times. Demonstrated ability to develop and successfully implement sound, repeatable business/human resources processes, with a strong focus on operational efficiency and effectiveness as well as continuous process improvement and/or process re-engineering. Strong analytical, communication, and process improvement skills. Proven ability to act independently and collaboratively as part of a team. Demonstrated capability to multi-task, prioritize and meet deadlines. Exceptional attention to detail and strong planning and organizational skills. Knowledge of federal/state employment laws and higher education HR practices. Ability to work effectively with employees at all levels of the organization with exceptional service.

Preferred Qualifications  | Master’s degree. Banner or Ellucian experience. Experience in an organization where human resources is strategically aligned to the core business. Previous leadership experience in an organization undergoing transformational change.Advanced knowledge of human resources information systems including technology and business applications, design, testing and implementation methodology, databases and operating systems related to Human Resources. Deep understanding of the Ohio Revised Code as it pertains to employees of a state institution.

Essential Functions and percent of time:  | 35% Employee Data Stewardship and Business Continuity Ensure utmost accuracy and timeliness of pay and benefits for all employees, including student workers. Serve as an additional resource for entry of employee data during peak processing periods and/or for focused data entry projects. Represent HR on the Emergency Management Committee and maintain safeguards for processes in the event of an emergency to ensure business continuity to both regular and student employees in the event of an emergency. Serve as the primary data steward for all employee information, including student employee information. Oversee compliance with data security, privacy, and record retention requirements. Provide strategic analysis of workforce data (employees and student employees) to inform leadership decision-making. Collaborate with Institutional Research and Effectiveness (IRE) and the University Data Governance Committee to establish and maintain the framework for employee data including standards, audits, analysis, and reporting for all employee information.

35% Strategic Oversight and Continuous Improvement
Provide leadership for the Operations and Student Employment teams, setting expectations, supervising staff, and ensuring accurate and timely service. Manage the troubleshooting and resolution of escalated issues. Provide guidance and handle escalated issues directly, as appropriate. Oversees customer service support to internal and external customers regarding all personnel actions. Continuously seek opportunities to optimize efficiency in processes and programs. Identify process improvements and enhancements and ensure that communications to employees and managers are accurate, concise and demonstrate the university’s commitment to exceptional service. Collaborate with the other HR Centers of Excellence and HR Business Partners to streamline processes and improve service delivery. Identify ways to improve/reduce inquiry volume by co-creating self-serve knowledge management materials.

Essential Functions and percent of time (cont'd):  | 20% Support of Banner HR Module and Employee Data Reporting Collaborate with CaTS to support the HR/Student Employment modules of the ERP. Participate in review, testing, and implementation of HRIS system upgrades or patches. Troubleshoot HRIS technical and functional problems. Recommend solutions or alternative methods for resolving issues with business processes. Ensure integration of student employee data into system workflows with the same accuracy and standards as employee data. Develop training and user resources for HRIS and student employment systems. Provide guidance and assistance to department and campus functional users as needed. Provide employee data and support compliance reporting for internal and external stakeholders for requests not handled by the CaTS HR Business Analyst.

Non-Essential Functions and percent of time:  | 10% Other duties as assigned Monitor and ensure compliance with federal, state and local employment laws and regulations as well as university policies and procedures in accordance with university goals and objectives. Undertake other duties as assigned to assist in maintaining operations and/or agility goals.
