Position Purpose:
Piedmont Virginia Community College (PVCC) is seeking a dynamic and innovative candidate to lead its Workforce Development and Adult Education programs. The successful candidate will possess a background and knowledge of workforce development from professional experience. They will be the face of Piedmont Virginia Community College in the business/corporate community as well as leading a team of professionals programming and offering workforce classes.
The PVCC Workforce Development Program focuses on short-term workforce career preparation training programs through open enrollment and corporate training uniquely designed for regional companies and businesses. The Thomas Jefferson Adult Career Education program helps adults enhance their core academic skills to earn a high school diploma or GED and prepare them for other academic or workforce opportunities.
A successful workforce program works closely with regional business and industries to assess their needs, guide the development and delivery of workforce programs that will help not only businesses to be successful, but assist individuals to improve their skills. Many programs will lead to industry credentials in high demand fields resulting in increased earning power. A readily skilled workforce is key to successful economic growth and Piedmont Virginia Community College wants to partner in that success.
Reporting to the Vice President of Academic Affairs and Workforce Development, the Executive Director collaborates closely with the Vice President to shape the vision and strategic direction of the division.
The successful candidate will: Grow the Division of Workforce Development in terms of enrollment and revenue with the long-term goal of making the program profitable and self-sustaining. Provide strategic and innovative leadership in the development and implementation of a wide variety of workforce programs including FastForward and customized contract training. Serve as a primary liaison to businesses and industry partners to identify workforce training needs and develop talent pipeline solutions. Fifty percent or more of time will be spent in the region partnering with business and local government representatives, chambers of commerce, economic development organizations and regional workforce alliances. Work collaboratively with other VCCS colleges to learn best practices and bring in or modify relevant successful program models for the PVCC region. Build and sustain a high-performing team of directors, program managers, and staff committed to workforce excellence. Supervise directors and program managers and implement performance goals related to client growth, revenue, and positive student outcomes. Seek assistance and direction from professional organizations such as LERN and other workforce programs to develop best practices as appropriate. Maintain a positive work environment encouraging employee development and satisfaction in a diverse and inclusive environment. Develop and maintain professional relationships with other college departments that work directly with Workforce Development. Demonstrate a commitment to the mission of the comprehensive community college and work collaboratively with other departments and personnel.

KSA's/Required Qualifications Bachelor’s degree in Education, Business Administration, Public Administration, or a closely related field Minimum of five years of increasing experience and management responsibilities leading workforce development programs/initiatives or business consultant teams Experience in either higher education workforce training and/or private workforce development Strong entrepreneurial mindset with experience in identifying market opportunities and creating innovative solutions. Demonstrated ability to revitalize programs, implement growth and revenue strategies, including customized training contracts and credential-based offerings to achieve financial sustainability Experience developing partnerships among organizations such as institutions of higher education, the public sector, and the business community. Demonstrated experience in fiscal planning, analysis, and budget management Experience with curriculum development to provide partners with innovative training and workforce solutions. Familiarity with labor market tools Demonstrated ability to manage complex projects Excellent oral, written, and interpersonal communication skills, including the ability to deliver effective presentations.
Additional Considerations Master’s degree in Education, Business Administration, Public Administration, or a closely related field Experience with regional economic and workforce development partnerships Familiarity with the Go Virginia program and/or the Go Virginia Region 9 initiatives Familiarity with the Virginia Community College System Workforce Development program and/or experience working in another VCCS college workforce program Experience securing grants, sponsorships, and philanthropic contributions to support workforce initiatives. Proficiency in data analysis for program evaluation and emerging technologies that enhance workforce solutions.
