Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Early Childhood Intervention (ECI) Office seeks a highly qualified candidate to fill the position of ECI Training Specialist IV (Training and Development Specialist IV). ECI is driven by its mission to assure that families with young children with developmental delays have the resources and support they need to reach their goals. The ECI Training Specialist IV performs complex, senior-level training, technical assistance and consultative work for the implementation of the Individuals with Disabilities Education Act (IDEA) Part C for the Early Childhood Intervention (ECI) program with a focus on education and training for internal and external stakeholders. Collaborates with subject matter experts, internal and external work groups, agency leadership, and stakeholders including families receiving services, subrecipient program staff, primary referral sources and other community partners to identify training needs relating to the provision of ECI services. Analyzes training and technical assistance needs and develops and prepares informational and/or training and technical assistance activities, materials, and products. Coordinates the development of e-learning deliverables and opportunities. Responsible for managing and updating e-learning methodologies and technology to ensure compliance with accessibility requirements. This position works under limited direction and supervision of the manager with moderate latitude for the use of initiative and independent judgment. A hybrid telework/in-office arrangement is currently available for this position, subject to agency and department policies.

Essential Job Functions (EJFs):
EJF 1 (40%) Designs, plans, develops, implements and evaluates training and technical assistance products, including online interactive modules, live or recorded webinars, in-person or virtual presentations, and written products such as resource guides and tip sheets, for the IDEA Part C early intervention service delivery system in Texas. Presents in-person and virtual trainings to audiences with varying backgrounds and levels of expertise. Develops and incorporates effective adult learning principles and strategies in training products and deliverables. Maintains a working knowledge and proficiency in the use of training development software for e-learning and other formats. Serves as a member of the ECI training team and attends cross-program meetings related to development of training and technical assistance products.
EJF 2 (25%) Manages the ECI Continuing Education Unit (CEU) mailbox. Checks the mailbox daily and ensures those seeking CEUs have completed training before providing information necessary for ECI providers and others to receive CEU documentation. Provides technical assistance on requirements for receiving CEU certificates. Serves as backup for the Early Intervention Specialist Registry mailbox.
EJF 3 (15%) Develops and implements new systems and enhancements for continuous improvements to e-learning technology and other information sharing methodologies and training formats. Serves as subject matter expert on accessibility requirements to ensure compliance with HHSC Accessibility policy for Section 508, and Title 1 Texas Administrative Code Chapters 206 and 213. Works with the Accessibility Office and the information resource divisions to obtain approval and guidance on initiatives. Maintains current working knowledge of HHSC Accessibility policies and relevant Texas requirements. Leads and/or assists training developers, subject matter experts, and presenter(s) with e-learning technology, including hosting webinars presented by others.
EJF 4 (15%) Assists with special projects and assignments as requested. This may include participating on workgroups, preparing reports, and conducting research assignments related to ECI training or other topics.
EJF 5 (5%) Attends work on a regular and predictable schedule in accordance with agency leave policy, and performs other duties as assigned.
 
Knowledge Skills and Abilities (KSAs):
Knowledge of:
  • Training and development procedures and techniques, learning management and learning content management systems; and group processes, group dynamics, and interpersonal relations.
  • Principles of adult learning.
  • E-learning strategies and formats.
  • Accessibility requirements, techniques and trends for both print and online
  • Reviewing and remediating digital materials to comply with state and federal accessibility requirements.
  • IDEA Part C programs is preferred.
  • Section 508 of the Rehabilitation Act is preferred.

Skill in:
  • Instructional design, curriculum development, training implementation and evaluation.
  • Time management, organization, project management, and productivity utilization.
  • Using Microsoft PowerPoint for presentation development.
  • Developing adult learning products in both instructor-led and self-paced formats.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
  • Graduation from an accredited four-year college or university. Four years of relevant work experience may substitute for the degree.
  • Two years of experience in adult training, workshops, seminars, curriculum development, or instructional design, including experience in developing virtual trainings.
  • Experience working collaboratively to develop presentations or other training materials.
  • Experience developing Microsoft PowerPoint presentations.
  • Experience using Articulate Storyline and Adobe Creative Suite products is preferred.
  • Experience with IDEA Part C ECI preferred.
