Job DescriptionThis advanced-level position supports the Provider Finance Department (PFD) by providing high-level technical, instructional design, and facilitation expertise to strengthen workforce training and development. The role requires independent judgment, advanced technical proficiency, and the ability to serve as a lead resource for complex training initiatives. Responsibilities include technical support functions such as Learning Management System (LMS) administration and training requisitions, development of eLearning and instructor-led training content, and facilitation of learning sessions in coordination with assigned program areas.
Essential Job Functions (EJFs) Provide Technical and Logistical Support (30%) - Deliver advanced technical support for training operations, which may include LMS administration, troubleshooting, data reporting, and analytics.
- Coordinate training requisitions, vendor communication, and documentation in alignment with agency policies.
- Perform additional logistical support duties as assigned to ensure seamless training delivery.
Develop Training Content (40%)
- Design and develop advanced instructional content, including eLearning modules, instructor-led training guides, and related learning materials.
- Apply instructional design principles and adult learning methodologies to create engaging, accurate, and accessible training products.
- Collaborate with subject matter experts and leadership to ensure content aligns with program needs and department standards.
Facilitate and Coordinate Learning Sessions (25%)
- Facilitate in-person and online training sessions, workshops, and orientations to support staff development.
- Serve as a liaison to assigned program areas by identifying training needs, coordinating schedules, and ensuring consistent communication between Training & Development (T&D) and program leadership.
- Support onboarding and orientation activities to ensure a positive experience for new employees.
Other Duties as Assigned in Support of HHSC and Provider Finance Responsibilities (5%)
- Participate in strategic workforce initiatives, internal process improvement efforts, and interdepartmental collaborations as needed.
- Provide backup support for other Training and Development Team roles during absences or periods of high demand.
- Assist with departmental reporting, special projects, and cross-training as directed by leadership.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of advanced instructional design models, eLearning development tools, and adult learning principles.
- Knowledge of Learning Management System (LMS) administration, reporting, and troubleshooting.
- Skill in designing, developing, and delivering effective training in multiple formats (eLearning, classroom, virtual).
- Skill in managing complex projects, coordinating logistics, and meeting deadlines.
- Ability to serve as a liaison with program staff and leadership to identify training needs and provide solutions.
- Ability to communicate effectively, both orally and in writing, with diverse audiences.
- Ability to work independently on advanced assignments and provide guidance to peers as needed.

Initial Selection Criteria
At least two years of experience developing training materials, facilitating learning sessions, and coordinating training activities. Experience with agency programs, policies, and processes is preferred.
Additional Information
The position is currently eligible to telework up to 3 days per week, but telework schedules may be updated by HHSC telework policies in the future.
