The Manager, L&D Program Operations supports the Learning and Development (L&D) organization in enabling career development for RTX’s 185,000+ employees.  This role is responsible for managing the end-to-end operations of high-impact learning programs, ensuring seamless planning, execution, and evaluation.

Focused on specific priority-assigned programs, this position owns all logistical and operational components—from scheduling and enrollment to vendor coordination, budget tracking, content management, on-site support and post-program reporting. The ideal candidate brings strong project management skills, attention to detail, professional and polished communication skills, as well as a proactive approach to delivering exceptional learner experiences in both virtual and in-person environments.

What You Will Do
  • Reports to the Learning & Development Program Manager to own and manage all operational aspects of assigned high-visibility learning and development programs, ensuring flawless execution from planning through post-program reporting.
  • Partner with vendors, L&D Program Manager, facilitators, and business stakeholders to coordinate session planning, delivery timelines, and program milestones.
  • Manage all scheduling and logistics, including program calendar creation, LMS setup, Outlook invitations, venue coordination, materials preparation, supportive program communications and vendor engagement (e.g., hotels, catering, A/V, engagement activity planning).
  • Monitor enrollments and manage responses to L&D/and program mailbox.
  • Recommend schedule adjustments or cohort management strategies.
  • Act as the main operational point of contact for the program, providing timely communications and high-level support to participants, facilitators, and executive sponsors.
  • Track and manage program budgets, generate reports, and partner with L&D leadership to ensure cost-effective execution.  Support the internal charge-back process as required.
  • Support program evaluation by creating surveys, collecting participant feedback, and producing data-driven reports and insights to inform future enhancements.
  • Coordinate and maintain material updates inclusive of version control and the management of organized internal content repositories.
  • Serve as a producer for distance-based sessions and provide on-site support for in-person events as needed.  Facilitate intersessions to support as needed.
  • Maintain centralized repositories of program materials, templates, and standard operating procedures to enable consistency and scalability.
  • Contribute to program-level business reviews, presentations, and stakeholder communications that demonstrate outcomes, insights, and progress against goals.
  • Project strong executive presence while providing guidance and support during executive and senior-level in-person, onsite, week-long program delivery
  • Stay informed on leading practices in program delivery, adult learning, high potential programs and L&D operations to continuously enhance program impact and execution.
  • Provide project management and coordination support for additional key initiatives aligned to assigned programs.
  • Content creation to support key deliverables as assigned to support L&D programs.
  • Participate in cross-team projects for key initiatives as assigned.
  • Travel up to 50% for in-person program delivery, meetings, or events.

Qualifications You Must have
  • Typically requires: a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience.​
  • Prior experience in Human Resources, Learning, Talent Development, or high potential programming.
  • Prior experience with Microsoft Office Suite (PowerPoint, Excel).
  • Prior experience working with Learning Management Systems.
  • Prior experience utilizing instructional design principles, models and best practices.
  • Analytical skills, with the ability to aggregate and utilize data to make decisions.
  • Prior experience collaborating with internal and external stakeholders and the ability to build partnerships.
  • Prior experience working on learning programs aligned to the development of senior-level talent.
