Position Description
The Training and Organizational Development Manager will focus on training and organizational development to improve outcomes through upskilling staff and embedding the values of continuous improvement throughout the Tax Office. Reporting to the Chief HR Officer, this position will identify all training and development needs for the Tax Office by planning, designing, facilitating, and coordinating the delivery of all training courses, in line with the training strategy and operational development plans.
 
As the Training and Organizational manager, this position will regularly undertake a needs analysis based on emerging training practices and ideas. The manager is responsible for developing policies and administrative procedures related to the operation of all training programs. The manager assesses, identifies, and manages all approved training programs for the Tax Office, as well as provides oversight and daily supervision, direction, and delegation of work to training staff who are assigned to specialized training duties and have input in training outcomes. Supervision of staff includes hiring recommendations; providing training; planning and reviewing assignments, assessing performance, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen.
 
Duties & Responsibilities:
  • Manage, coordinate, and improve the employee training and development programs for the Tax Office by producing a skills audit of all staff, updating quarterly, and supporting managers in making the best use of staff for the wider benefit of the Office.

  • Work with HR Business Partners and frontline managers to provide career guidance to all staff in alignment with employee development goals.
  • Responsible for maintaining the organizational chart and making recommendations on the organizational structure to promote efficiencies.
  • Plan, arrange, and facilitate Employee Engagement events, including the New Employee Orientation for all new staff, focusing on values, culture, benefits, policy, and practice, equipping them with the necessary skills, expertise, and confidence to effectively carry out their roles
  • Develop and implement a mentoring program for new and promoted staff and meet with them monthly to provide support as well as leadership training for new and existing managers.
  • Design, manage, and train employees and managers on the performance evaluation process with HR Business Partners.
  • All other duties as assigned.

Develop the Tax Office’s training and development program framework:
  • Establish training program goals
  • Create related policies and procedures
  • Develop and coordinate communications and outreach plans
  • Develop and maintain an office-wide annual training calendar
  • Develop and track key performance measures for learning programs, evaluate and measure training provided to ensure high customer satisfaction and achievement of desired outcomes.
  • Create a central repository to store training records.

Requirements

Education & Experience:
  • Bachelor’s degree in Human Resources Training and Development (HRD), Adult Education, Organizational Development, or a related field.
  • Five (5) years of progressive professional experience in human resources with an emphasis on instructional design, implementation, delivery, and evaluation methods for adult learners, or organizational development, change management, organizational design, and staff development.

Knowledge, Skills, and Abilities:
  • Knowledge of and skill in human resources principles and techniques
  • Knowledge of employee development and training practices, adult learning theory/principles, and instructional design methodologies
  • Knowledge of current organizational development practices, including organizational design, change management, culture change, and needs analysis
  • Knowledge of and skill in program evaluation techniques, instruments, data analysis, and interpretation
  • Knowledge of and skill in strategic planning techniques and principles, project management, and organization/time management
  • Knowledge of and skill in managing computerized training delivery and electronic record-keeping systems
  • Skill in providing leadership and direction for long-range planning and design of employee training and development programs
  • Skill in integrating large-scale systemic change programs
  • Skill in managing group processes, including group facilitation, team effectiveness, conflict management, and resolution

General Information

Work Environment:
  • Work is performed primarily in an office setting, subject to frequent interruptions with extensive work at a computer workstation and site visits to various Tax Offices, and other Harris County facilities, both outdoors and indoors.
  • Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required.

Physical Demands:
  • This role is a standard office role that requires remaining stationary for long periods of time. At times, boxes or equipment must be transported weighing up to 50 lbs.
     
Standard Work Hours: 
  • 7:30 am - 5:30 pm
  • Monday - Friday, some weekends, and overtime
  • Work Location: 1001 Preston, may travel between Tax Office locations
  • Paid Parking
